The best thing to do would be renting a motor bike to get around, because there are really no Tuk Tukd, taxis and public transportation that pass by, but beware drivers in Phuket are probably one of the worst in the world. Indra Regent is an excellent location, right in the heart of Bangkok's shopping district and within walking distance to Central World and Siam Paragon, the only downside is that it is fairly old.
